Is there anyway to restric outbound routes by authenticating with the users voicemail password and not a pinset , i would like to stop duplicating passwords and pins?

huh? voicemail passwords are something that a user should be able to change at will and should have nothing to do with any system restrictions.
If you need to restrict users to specific outbound routes take a look at the third pary module customcontexts. You create a context for that extension and it’s restricted to that context and the rules you create.
You can find info on it in the documentation section and it’s been talked about quite a bit in the forums.
