Restapps Daemon keeps showing not running after module admin updates.
How can i manaully start it again.
I have tried everything

Yes on both server having this issue.
The first server the output is this and it says it is running now

however this one still show not running in the dashboard
Then open a commercial modules support ticket so someone can look at your system. Probably me.
