how to reject any entries unless the IVR is completed ?

Entries in what? Which IVR? Please describe your real world goal, and how you have tried to achieve it.

I don’t think you can stop the entry being accepted by the IVR. You can always interrupt the greeting.

If you need this why not build your IVR greeting into a standard announcement, then pass the call from the announcement to the IVR once you are willing to accept key presses.

You will need a greeting of some sort in the IVR, but it could simply say ‘make your selection now’

Use an announcement before the IVR. You have an option to prevent skipping the message.
