Recording of 3 way calls

Question for call recording. How do you get 3 way calls to record all parties?
Calls are recorded, inbound and outbound.
Extension is set to Force all calls to be recorded
Inbound Route is set to force call recording
PJSIP extension
Outbound Concurrency limit is set to 3
Max Audio Streams is set to 3
Scenario - Inbound call directly to users extension, user takes call, makes a 3 way call and merges parties together. They can all hear each other on the call. The recorded audio file only has the PBX Agent audio in the recording. If this was a standard call, both parties are heard with no issue.
Am I missing a setting?
The system does have a Conference extension configured, set to record, when that is used, all parties are heard on the recorded call.
