Yes. If what you describe is REALLY (and I mean literally nothing else) you could theoretically do it with just the two phones using direct URI connections. Since that’s outside the scope of what we do here, FreePBX would be a good choice.
Set it up, set up the two extensions, and direct dial them by extension number. You don’t need “outside” connectivity until someone starts to carp about not being able to dial 911 from those phones. When that happens, you can get “per minute” outbound only connections that support emergency calling.
