Is there a way to have a periodic announcement just be a plain old file, instead of a full blown IVR? Or is the way to solve this to make an IVR with no options, that doesnt repeat? (which i have currently done)
Seems a little overkill.

Yes, but announcements are not a choosable destination in the Periodic Announcement section of Queues. You are only able to pick an IVR.
Actually, I stated that it was related to queues in the subject of the original message.
FYI: Getting a correct solution to a given problem is all about providing all the proper details up front. The first time you mentioned queues was in your statement above.
