Queue Status-Extension Not Registered

Hi
I have situation where, status/presence of extension in queue is not correct.
Extension not registered in the system( Soft phone Shut Down) on Queue appears as “NOT in use”, where other extensions not registered show UNAVAILABLE.
Both Extensions are STATIC.
This is happening to few extension in the system and is random. Non of the extensions has Follow Me enabled.
I dont know where else to look…That situation makes our reporting incorrect as system offering calls to those extensions.
