Queue puts last caller first in line

First I see queue… 2 calls in queue waiting 10 to 12 min
then new caller comes in and that caller gets first in queue. I checked all settings but don’t know why latest caller doesnt get last in line. Priority waiting is 0
Entry is through IVR and upon key selection user lands on main queue. I have max 4 callers and max wait time 60 minutes.
Anyone had this issue before ?

I’ve seen similar issues if you changed the ring strategy to linear and then to another one. A Asterisk restart fixed the issue we had.
