What exactly is the question?
It looks like you’re asking how to call back callers that have hung up while waiting in the queue, i.e. they’ve abandoned the call. There is not stock feature to do this, either paid or free. It is something you would have to develop yourself. One approach would be to watch the queuelog for Abandoned calls. Another way would be to add a hangup handler to queue calls and perform some action when an abandoned hangup is detected.
