Queue Join Empty no doesn't work

FreePBX 14.0.1.36
I’ve make queue with Dynamic agents. And check Join Empty NO for this queue.
So,

CLI> queue show 001
001 has 0 calls (max unlimited) in 'ringall' strategy (0s holdtime, 0s talktime), W:0, C:0, A:0, SL:0.0% within 60s
   No Members
   No Callers

But incoming calls have place into it…

because in this queue is set Join Announcement…

is this bug or I doing some thing wrong?
