Program a button for "one touch" recording on Cisco 7961G


I am trying to setup a button on the Cisco 7961G labeled “Record” to all users to record a call in progress. I tried setting up a line button for speed-dial that dials *1 but that does not work. Nothing happens when the button is pressed. Has anyone set this up, is speed-dial the correct way to do this if it can be done?

We have the commercial endpoint management module.
