POMPs are now required to get any support? When were they introduced?

When were POMPs officially a product? In the past I was able to call in, purchase an hour or two and get someone to log into my system (I specifically remember doing this on a built system). Is that no longer the case? When we purchased this system (for ~$600, at the end of 2015) it made sense to just get support as needed-I was able to handle most of the issues myself. It was only when things got completely borked that I needed to get some help. But now it’s going to cost $800 to get an hour of help on a system that didn’t cost that much to start with? Seems like I’d be better off just going with a new box?
