Polycom ip 6000 phones

I’ve got 3 polycom ip 6000 phones and I’m getting some odd issues.

they don’t seem to be accepting dial plan changes that I make from endpoint manager. right now whatever dial plan is in the phone doesn’t account for 11 digit LD numbers (1-area code-number) if you dial the number after pressing “new call”. works fine if you dial the number first then press dial.
