Outbound SIP call goes to the destinations voicemail, call from cell works fine

We make a call with freepbx using our sip trunk as normal to 100’s of numbers everyday.
A couple times per day, when making calls it will go straight to that destination 's cell phone voicemail.

We then try that same number right away from a cell phone of ours and it rings and that person will answer.

Is this just a known routing issue for VOIP sometimes?

It has nothing to do with “VoIP” as there is no magic here.

Get call logs and packet captures of an event, i am sure something will be shown as the cause.
