Outbound call congestion... craziness!

When I call out, I get one of two things “All circuits are busy” or the silence followed by the person on the other end saying “hello?” because they are confused. Can anyone please point me to a possible fix for this! Another crazy thing, if i call my cell and then hang up the ip phone (hearing NO ringtone) my cell will ring me several seconds later with a call from the ipphone! I am so lost =(
