Office complaining of Delay

I have several offices that connect to a Freepbx in the cloud. Asterisk 11.
2 Offices share the same connection. They are next door to each other.
1 Office is about 30 minutes away

The largest office, we’ll call office 1, the office that is shared with office 1, we’ll call 2.(they are on the same subnet, same connection). Office’s 2-3 claim to not experience this issue at all, and say sound quality is good.

Office 1 is claiming delay in outbound/inbound calls. I’ve changed SIP providers, and it they claim its no different.

So to try to alleviate this issue, I’ve tried to enable jitter buffer.

When I have the settings set to Jitter on, adaptive, and the default settings…I see this output and I’m not sure what I’m looking at(relatively new to all this)

abstract_jb.c:428 create_jb: Failed to put first frame in the jitterbuffer on channel ‘SIP/1012-0000019c’

I see where it resyncs, but the delay is always 0…what exactly am I seeing above?

I have bandwidth limitation setup so that traffic to the media has the highest/mst available bandwidth. They are on a coax connection 100/10. Ping times to the server where the media is, roughly 30ms.

What is really strange, is office 2, is not having any issues…part of me thinks it’s a physical problem on the network.
