You have not yet set up a working outbound trunk that will deliver 9038502240 to it’s destination successfully, there is nothing in your post that can be gleaned for any extra clues.

I have had the same type of issue and I am at a total loss as to what it could possibly be. I figured I would stop by the forum and see if anyone had any help to offer when I came across this thread. I can’t say it has been much help yet, but I also understand that the answer isn’t usually as simple as click this or that. I will have to check back regularly to see what advice people have offered to see if I can gleam something useful that will help me solve my own problem.

My guess is you have a zombie channel open to peoplescom.net, your calls are failing because the endpoint although answering, is not willing to make that call for you, check all your routes and trunks are functional and go where you want them to, if your carrier rejects the call for any reason, you should take it up with tehm.
