New Install - Config.php is blank except module admin

Version: FreePBX 13.0.190.1

The PBX is a freshly-activated brand new install of the FreePBX distro, not sure what to do. I tried some of the previous fixes like removing the extension routes module and digium addon installer module, but no luck. fwconsole ma upgradeall tells me everything is updated, as does the GUI.

Any ideas?
