My Queues are re-ordering themselves?

We have lots of caller complaints where the caller claims they are told they are number 1 or 2 in the queue then 15 minutes later will be moved up to a higher number like 5 or 6. We are a non profit medical clinic and this is generating a lot of hate mail from patients. Any help would be greatly appreciated.

need to post your queue configs. There are many settings which could change priority within or even across queues.

Here is the queue we are having the most problems with. Thanks for any insight, we do not appear to be using queue priorities so I don’t think that is a factor.
