Moving from FreePBX 12 Server to a new FreePBX 13 Server

Is it best to upgrade a FreePBX 12 server to FreePBX 13, back it up - then restore it to a new FreePBX 13 server? Or is there a way to simply backup Extensions/Users, Voicemail, IVR Recordings and restore them? That is all I truly need.

Both servers are Hosted VPS on two different providers.

I would do it the way you describe, but you can also migrate settings without upgrading using this script:
