Is there an easy way that I can start a new freepbx from scr4atch and move all my extensions and users from the old one to the new one

There are two easy ways.

Admin - Bulk Handler - export relevant items from one FreePBX, import to the other

Backup & Restore - backup only the modules you want, move the backup file to the other FreePBX, restore
