I solved this problem that came up around in December 2015 for me by changing the true from wget to false which was mentioned in this post the other way round.
Hope this helps someone who has a similar problem.
This didn’t work for me. I’m still getting the error message:
“The system detected a problem trying to access external server data and changed internal setting MODULEADMINWGET (Use wget For Module Admin) to true, see the tooltip in Advanced Settings for more details.”
I’ve tried changing it to False, and back to true. Didn’t affect the error message.
