I am looking to tweak the message length setting in voicemail.conf (by setting a minimum message length I can almost eliminate empty messages due to hangups), but I cannot find anything in the GUI to modify these settings.
Is there an official place to change this? I know how to do it in voicemail.conf, but I am concerned that a sanity check or upgrade in FreePBX will simply overwrite these changes.
I have dug around, and can’t find a definitive answer.
you can edit voicemail.conf - it is not ‘overwritten’ - only entries for specific voicemail boxes that are maintained by FreePBX are modified, added or deleted.

Is that a module that’d be worth having? We’re looking to contribute a module or two, and should probably start with something that will be of general benefit, and not too difficult to acheive.

I suspect there is probably value in a Voicemail configuration module that allowed for various configuration options. It could handle some of the global settings including making it easier to configure the email message that goes out for voicemail, create timezones which you might use and then provide timezone selections for voicemail boxes (although those may be better tied to the user?), etc.
In the greater scheme of things though, I can think of other modules that could use some attention such as a proper rewriting the of paging/intercom module which includes enhanced functionality (like explicit allow and denies of who can intercom whom) and better handling of intercom which is not really correct today. Anyhow, I’m rambling - that’s one example. There are probably others as well.
