Lost ability to place call on hold and dial on other line after firmware upgrade

I just Updated to10.13.66-22 and have lost the ability to have a more that one line active on a phone.
I would be able to place a call on hold and open a second line to make a outbound call. Also, when I am active on the phone, call just get a busy when the ext is called.

What setting should I be checking.

So I think I have a little more info now.

I and using the EPM and have the grandstream firmware 1.13 loaded in slot 1 and 1.17 loaded in slot 2

The firmware that is showing on my GXP2170 that is using slot 1 is 1.0.7.81
The firmware that is showing on my GXP2170 that is using slot 2 is 1.0.9.25

phones that are running the older firmware are able the hit any softkey and dial another call with others on hold.

the newer firmware is not allowing me to place a call on hold and dial another line, conference call or any feature that has more than 1 active call on the phone.

I’m kinda stuck where to look in the basefile if the issue is even there.

any thing would be helpful.
