Long Pause after Voicemail before beep

FreePBX 2.11.0.24
When a party is routed to voicemail, the busy message plays and then about a 10 second pause before playing the standard asterisk voicemail prompt is played.
I looked at VMX option delay, but it was 2 seconds, not 10.

If I turn off VMX locator, the 10 second delay goes away. This seems to be a new behavior.
Is there a solution?
