Line unavailable on FreePBX?

Hi, I have multiple trunks on FreePBX. I have dialing patterns in place so that one can select which number you call out on. Ex. Dial 8+your number for the line ending in 1063, and dial 9+your number for the line that ends in 1238. However, Depending on the time of day, each trunk / line will alternate availability. Like when 1238 works to dial out, 1063 does not. Another off thing is that both trunks can receive calls all the time. What could I do to fix this?
