When I call extension thru IVR that exist in FreePBX but currently there is no registered phone call is immediately terminated. How to setup IVR for voice message or busy tone for this call?

Do you have voicemail enabled on these extensions? The call should go to voicemail if the phone is offline. From that point you should be able use the mini ivr in Findme/Followme.
