IVR Calls not transfering in queue

I just setup IVR all is working fine but calls are not transferring in any of Queue(when user press ‘0’ calls not transfer on operator queue and message played “The number you just dialed is busy or unavailable at this time you can hold on and be transferred back to the previous menu or hangup to end this call”) Even all queue extensions are available.
When i unchecked “Return to IVR after VM” its start transferring in Queue .
I can’t unchecked because we are not using VM on any of extensions.
I can’t understand link between VM and Queue.
Any Help will be highly appreciated.
