Issues with Queues and transferred calls?

We are having an issue with agents not receiving calls until they log in and then back out. It seems to be the same issue reported here: https://community.asterisk.org/t/agent-get-status-in-call-and-not-in-use-and-they-do-not-able-to-receive-new-calls-until-the-transferred-call-have-been-finished/69047

Is anyone else experiencing this? Is there a plan in roll out a newer version of Asterisk to remedy the problem?

It seems, if I am reading it correctly, that the fix on the linked page was merged on December 19, 2016, and the latest version released was 13.13.1, on December 8, so we will need to wait for another release from Asterisk to see if this change fixes the problem.
