Is enabling extension's Voicemail mandatory for User Panel login?

The installed distro is FreePBX 5.211.65-15. Created an extension with default setting like

Link to a Default User : Create New User

and set password for both “extension secret” and “user manager password”.

With this credentials ca login to iSymphonyV3 client panel but not to “User panel”. In user panel login page it says “Use your Voicemail Mailbox and Password”, so the question is

Is enabling extension’s Voicemail mandatory for User Panel login?

For ARI login in 2.11 yes. It’s a requirement.
