Is there a way in freepbx to allow a call to dial the extension they want before an IVR starts?
Typically you hear the automated voice say “if you know the extension you are after dial it now, or press xxxx”.

That’s one of the options in IVR setup. Don’t remember the exact verbage, but should be obvious on the IVR setup page.

this allows you to enter an extension as soon as the call hits the ivr. this is a setting in the ivr menu
