How to turn up the volume of other party?

I have freePBX Stable-2.210.62-3 and trunk to GSM Gateway (VIP-281gs - http://planet.com.tw/en/product/images/4160/EM-VIP281GSV1.1.pdf).

When I make a call the other party can hear me very good, but I hear other party very quiet – but sound quality is OK.

Of course I set on local computer volume to maximum and it is not connected with SIP Client.

Any idea how to turn up the volume of other party?

A quick look ain the pdf that you provided has docummented transwmit and receive gain settings, did you ever read that document? either way try reading it again and stop on page 19.
