I’m upgrading a server from 2.2 to 2.3 but the server doesn’t have an internet connection. Is their any way to copy the modules from an existing 2.3 server to the server with no internet connection? Can I just copy the modules folder onto a cd and copy it on this server?

2.4 is the latest current version rather than 2.3, whichever version you want you can simply download the tarball, move that to the isolated server and extract and install it from the cli.
This is really no different from doing it through the FreePBX Modules page however there are some post 2.4.0.0 updates which are not in the tarball.
