How can I create SIP extension through windows without Freepbx webpanel

I’d like to automate creation of SIP extensions through Windows.
Is there any ways to do it?

1 - Why would you want to do this?
2 - There is always a way, it is not simple. The process of creating an extension is one of the most complex in FreePBX.

I am from IT support of a big company. We have a long on-board procedure to create accounts for newcomers. I want to automate this process totally. SIP extension is one of last things which should be done.
