Hearing beeping sound on outbound calls, think it's sending as a fax

This is a new one to me. On calls coming out of the pbx the person being called sometimes hears a beeping sound. It beeps a few times and then goes silent, no audio being transferred either way. Extension to extension is fine and the person calling doesnt hear anything, as in no audio. It seems to be 50/50 whether it works correctly or it beeps.

In the logs in the calls that have this issue i see this

chan_sip.c: Failed to initialize UDPTL, declining image stream
chan_sip.c: Failing due to no acceptable offer found

Is it sending the call out as a fax or what is that?

PBX Version: 15.0.23.25
PBX Distro: 12.7.8-2203-2.sng7
Asterisk Version: 18.9

I fixed the chan_sip issue, there was a typo in the trunk defninition causing it to fail over. Also did some housekeeping and updates but still having this issue. I made some more test calls so I could look at a working and non-working call side by side. I noticed this in one where I heard the beeping

app_dial.c: PJSIP/VI-PJSIP-Out-1-00000199 requested media update control 26, passing it to SIP/2061-00000039

That does not appear in the working calls. Any idea what this means?
