FXO lines busy on FreePBX

I’m using a new Sangoma appliance for FreePBX with the A200-A20001DE analog card. The line seems to be held after the call ends. I am asking the carrier about supervised disconnect but want to make sure I’m not missing anything configuration wise as well.

Is this in the US?

Assuming the US a CPC Disconnect is a 500ms battery pull. If you unplug the line and plug it back in as fast as you can and the line drops then it is the carrier.
