We are looking at using Xact Dialer but we need to be able detect that the phone number attempted is not in service and report that. Can Xact Dialer be configured to do that?
No the broadcast dialer does not listen for SIT tones, it will report on the status of the call answered/ unanswered.
Is there an alternative to Xact Dialer that I can put on top of my FreePBX that will detect that not in service status?
