FreePBX web login not presented on assigned IP address

FreePBX 14 Asterik 15 new installation. After OS and Module updates were completed I am unable to login to Web GUI. Browser connection times out.
Can ping freepbx server IP fine. flushed DNS. IP resolves to freePBX server fine.
Able to login on console fine.
How do I fix?
additional note - webserver is online for about 30 seconds after reboot, then stops working.
Nothing is on IP address when freepbx server is turned off.

Try.

fwconsole ma upgradeall
fwconsole chown
fwconsole reload
