Freepbx time off by 5 hours

Since I upgraded to 13 my time has been off by 5 hours.

Linux is reporting the correct time.

[root@freepbx ~]# date
Tue Dec  1 13:10:39 EST 2015

My timezone is set correct in fpbx

Freepbx timezone = America New York 
FreePBX time = 18:10:39

Any ideas on what to do to correct it?

Don’t know why but I had to go into php.ini and set a timezone.
