FYI:
I just upgraded to freePBX 2.2.0rc1 from freePBX 2.1.3 and was surprised how horrible it looked. Things didn’t line up like they should so I went into config.php to see why.
It’s missing a at the bottom. I added another one after the final page div. After that things render fine.
Interesting… according to this thread the issue is browser caching the css file:

Ctrl-f5 forces a reload.
Adding the must have been enough to force it to reload instead of using cache 
I took out the and it still looks fine.
