This is actually untrue. Any device can monitor that mailbox to get MWI a couple different ways. You can set any extension to have that particular mailbox be watched and get MWI. You could use BLF to monitor that mailbox which will notify the user when there are messages or not.

So every mailbox has MWI, it’s how voicemail works.

FIXED: I had to switch it from LOCAL/7909010 to LOCAL/7909010@from-internal.
