Forward a voice mail to an external number

Does anyone know of a way to have the system call an outside number and playback a new voicemail for a certain extension?

The client has a 24/7 emergency extension/voicemail in his IVR but he doesn’t want live calls to come through. He just wants to hear the message they left and be alerted as soon as possible.

The system is running Asterisk 1.6.2.13 and FreePBX 2.7.0.x

I was using voicemail to email and sending texts to [email protected] but AT&T text gateway has been plagued with outages lately.
