Fax Pro: TIFF/F file cannot be opened

I’m using FreePBX 14.0.5.25 and Asterisk 15.5.0. I have licensed Fax Pro.
I filled out Settings - Fax configuration. Preview works. There are also users with fax activated and configured in user administration. Fax reception works fine, but sending out faxes is a problem. Users with fax activated can log in to UCP and click “send fax”. If Coversheet is turned on the fax always fails. In UCP “TIFF/F file cannot be opened” is displayed. It is possible to download a tif file from UCP, for example fax-1546887613188.tif. This file can not be opened and the size of the file is always 8 Bytes. Also in the log is a line “res_fax_spandsp.c: WARNING T.30 Cannot open source TIFF file ‘/var/spool/asterisk/tmp/fax-1546887613188.tif’”:

This problem always occurs, regardless of the user trying to send the fax, regardless of the values in the configuration fields and regardless of the destination.

If coversheet is turned off, the fax succeeds but the header line is missing on all pages, though it was configured.
