Failing to restore backup

I’m trying to upgrade from FreePBX 13.0.197.31 (Asterisk 13.29.2).
I have set up a new virtual machine on Hyper-V Server 2016 and installed from SNG7-PBX16-64bit-2203-1.iso.
When I try to restore the backup from the old server onto the new, it gets to 99.95% and hangs indefinitely (I tried leaving it for 12 hours).

Can anyone offer any suggestions?

Restore from 13 to 15 not working. Hangs at 99.97% on upload

I did a fresh install of Freepbx 15 and updated all the modules. I created a backup of my Freepbx 13 and when I try to upload it in backup and restore, it hangs at 99.97% and never goes past that. I have tried multiple backups with the same results. Any help would be appreciated.
