Fail2ban Blocking Ips from external list

First off, I am running Issabell, but their forums are dead. I am hoping someone here knows fail2ban well enough to point me in the right direction.

If I turn on the Asterisk jail in fail2ban, I can’t receive calls from my provider, Vitelity(66.241.96.90) I have whitlisted it in the firewall and fail2ban. I ran into this years ago and now can’t remember how I fixed it. I had found a fail2ban config file that was looking at an external blacklist, and my provider must have been on it. I added a whitelist in the config, and it all worked again. I have now searched high and low trying to find where the external list is coming from, but I am just poking around; I dont know fail2ban that well other than most of the time it just works.

Once again, after tearing my hair out for weeks, I post and solve my own issue in hours. This seems to be specific to Issabel, but I wanted to post an answer anyway since no one will ever get help from their forums.

In Issabel, there is an add-on called Issabel Realtime Blackhole List (rbl.issabel.guru). It doesn’t show the blocking in the logs. You can disable it in the GUI in the Addons section or edit the config in /etc/packetbl/packetbl.conf to add a whitelist.
