EPM not building .CFG file for Cisco SPA8000

I have a PBXACT UC60 with the end point manager up and running. (works great with my Yealink phones and SPA3102.)

I have the SPA8000 selected in the cisco template and yet there is no SPA8000.cfg in my tftp.
i have deleted and re-added it, make a new template, etc. no bueno.

any ideas?
