EPM Basefile edit

I am trying to add entries to the Basefile Editor. I am able to add new sections but not new sub sections. When I put in a new sub Section, with the value of PARENT it does not show on the base file. I have tried this on 2 different versions one of them being the most recent of version 16.

Example:
Section: TOP
Parameter: MulticastPorts
Value: Parent
#This works

Section: MulticastPorts
Parameter: index0
Value: Parent
#This does not work
