Echo on Digium Wildcard TDM410P

I have a FreePBX Distro 2.210.62-6 system with a Digium Wildcard TDM410P with hardware echo cancellation.

I have run FXO tune but I still have echo.

I have noticed that the /etc/fxotune.conf file has entries for all 4 of my channels but all the values are 0.

Here is the output of dahdi_cfg -vv
