Dial pattern for numbers starting with 9

Hello

I have the following dial pattern
1NXXNXXXXXX
NXXNXXXXXX
NXXXXXX

the problem is that if there is a number that starts with 9, it will not dial it unless I dial 1-9XX-XXX-XXXX

what could I be doing wrong.

What happens when you try to dial?

Might need to see your Dial Rules in the Trunk…
