I am replacing a phone system where the user was able to dial a 4 digit extension and the system would automatically dial the full 011-xx-xxx-xxxx and route it out the international dial route. Can anybody lend me some pointers on the best way to accomplish this with FreePBX?

This would usually be better done with a speed dial in FreePBX, a speed dial button on the user’s device, or a contact entry on the user’s device.
However, if you really want a 4-digit number, first create a Misc Destination that calls the international number, then create a Misc Application with the 4-digit number and route it to the Misc Destination.
